CALL TO ORDER
Mayor William Herrington called the special called meeting of the Lawrenceville Town Council to order at 1:30 p.m. on December 2, 2015. The meeting was held at the Lawrenceville Town Shop. The purpose of the called meeting was to discuss the proposed grant request by the Town on behalf of Global Education Solutions and Beijing Channel Consulting to the Tobacco Revitalization Commission.
Roll was called; Present: Mayor William Herrington; Council Members: Joyce Bland, H. B. Brockwell, Jr., Scott Martin, Martha Myers, Robert F. Pecht, III, and Alice B. Talbert. Also present: Town Manager, C. J. Dean, Police Chief, Everette Gibson, Town Clerk, Wanda Johnson, Mable Brewer and Randy Lynch.
Absent: Council Member Dora Hardy and Town Attorney W. C. Outten, Jr.
PROPOSED GRANT REQUEST #3136 TO THE TOBACCO REGION REVITALIZATION COMMISSION
Mayor Herrington reported that the issue relates to Grant Request #3136 that was forwarded to the tobacco commission for a grant purported to be submitted by the Town of Lawrenceville for a feasibility study in the amount of $50,000. An organization requested the Town to assist them regarding a feasibility study for a Chinese immersion program at the Saint Paul’s College property. The organization was advised to forward a copy of the grant to Town Council and then Town Council would let them know if they could support it. They were told that Town Council would have to meet and vote on the request to support the application.
Mr. Dean reported that he learned Monday morning that the application was submitted by the company in Chicago. It was sent in Mr. Dean’s name, unknown by him and without review by Town Council.
The Commission advised Mr. Dean that the application is extremely undeveloped and premature for consideration by the Commission. Also, reports/studies and K-12 education are low priorities and do not generally receive a staff recommendation. The Commission asked if the Town would want to give consideration to the application being withdrawn.
Town Council discussed the matter. A motion was made by Mr. Brockwell, seconded by Mrs. Talbert and carried by all ayes, that Town Council request withdrawal of grant application #3136. Mr. Dean will send a letter to the tobacco commission requesting withdrawal of the application.
There being no further business to come before Council, a motion was made by Mrs. Talbert, seconded by Mr. Martin and unanimously carried to adjourn the meeting.
